In the 1980's and 1990's how low could a show's capacity percentage go and still keep running?

My memory from my teenage years reading Variety (oy) was that many shows played at or around 70% capacity and kept running. The only show under 70% this week (that hasn't announced its closing) is CHICAGO. Was it possible to sustain a run at this level for a long while back then?
