In addition to the various points mentioned in the replies below, I will add that of course the percentage of capacity at which shows could continue to run varies on the size of the production. A show with fewer cast members and no set changes can generally play to lower capacity than a big musical can.

dramedy's point about the change in how capacity is reported as a very important one, one that I have mentioned here a number of times in the past.
