If I'm not mistaken, Encores does not just pay for cast albums to be made of the scores or productions they think need a new album... the estate of the composers, or some other party, help make the recording possible (either by funding or substantially co-funding, one would assume). I think Encores would have absolutely loved to have had their recent Dear World recorded, but for whatever reason the Herman estate was presumably not able or interested in funding it (frankly the original album is so fantastic i'm not sure I'd see the need, if i were them, to divert attention from that one). Mack and Mabel too. And many others.

How I wish their budget included an album for every score they. Frankly, it would much better serve their mission and function if they spent less on the production budget and put money aside to record an album, especially these days with recording being more affordable than it used to be, especially if it's just released digitally with a limited printing. But that said, I think there's quite a big difference between what they could cut from their production budgets vs what they'd need to produce an album.
