Holliday did sing "Bells Are Ringing" with mostly floor mics back in 1956, but she had to project (the famous story of her gently nudging understudy Hal Linden to cheat slightly towards the audience when he sang during their duet is testament to that). She also recorded some jazz albums with her boyfriend Gerry Mulligan. "I'm Going Back" from "Bells Are Ringing" had some belt in it, and "Long Before I Knew You" and "The Party's Over" are similar ballads to "Small World" and the slightly more uptempo "You'll Never Get Away From Me". We're talking film here, where she would not be doing the whole show 8x times a week, just lay down one really good vocal take. And by 1962, you didn't even need to do a continuous take, as Gloria Grahame's role as Ado Annie in 1955 in "Oklahoma!" was apparently spliced together (and quite expertly) from various fragments of her various musical tracks. I think Holliday would have done a good job, certainly not on the level of Merman or Garland vocally, but she had more voice than Russell -- and I like Holliday's voice even more than Lisa Kirk's, Bette Midler's and Tyne Daly's for that matter. Rose doesn't encompass a huge vocal range -- but the power and drive of some of the songs is a lot of the challenge, I believe, in doing it live especially.
