I believe these are the potential nominees for the Tony for Best Play (assuming no curveballs in category placement to come):
Oh Mary
Job
The Roommate
The Hills of California
McNeal
Left on Tenth
Cult of Love
All In
English
Purpose
Good Night and Good Luck
Picture of Dorian Gray
John Procter is the Villain
Stranger Things

And for Best Revival:
Home
Yellowface
Our Town
Romeo + Juliet
Eureka Day
Othello
Glengarry Glen Ross

So it's certainly possible that MTC asked for Eureka Day to be considered to be a revival, since it will almost certainly get nominated in that category (there will be four nominees and three non-nominees, and I think Eureka Day will get nominated over Home, Romeo and Juliet, and Our Town) while it would have been possible but not a guarantee in Best Play. The only definites right now for Best Play are Oh, Mary and English, with The Hills of California and five spring openers vying for the last three slots. (I could see Dorian Gray being petitioned to be a revival because of the potential decreased competition there, but that could backfire, since Yellowface/Othello/Glengarry Glen Ross/Eureka Day could be quite difficult to move past.)

That being said, while I agree that Eureka Day having been performed previously in New York may well have been a factor, it shouldn't have been because there is nothing in the rules specifically about a New York production in the "classics"/historical/popular repertoire justification for placement as a Revival, and I think it's a major stretch to say that Eureka Day is in the popular repertoire. But The Tonys are nothing if not inconsistent.
