Does an AD have to be a director? No, and there are plenty of great ADs who don't direct at all.

The main artistic qualification to be a good AD is knowing how to choose the right plays, assemble the right teams, and get the best work out of them. Whatever her methods - and again, maybe she's a monster and should be rightly pilloried alongside some other folks that I can't name in public - she has an incredible track record at Encores! Just look at this past season: along with "Mattress" being a hit for them, "Jelly's Last Jam" was as close as we will get to an ideal revival of this beautiful show, and "Titanic" was rapturously received (and the surprise cameo bit got a lot of attention).

Look at her full tenure: her first year was rocky, but one of her three shows that year was the first Encores! production to transfer to Broadway in over a decade (and it went on tour), and it only took her two more years to get her second transfer. And she's learned how to program a ticket-selling hit, a recent classic that is under produced, and something older that will please the Encores! purists, an approach that will serve her well curating LCT's two main stages.
