My interpretation of Lucy and Jessie is not that these are two sides of Phyllis, but about Sally and Phyllis and Phyllis' perception of which of them has what quality that Ben wants. If Sally had more "oomph", might she had been the better match for Ben because of her smaller personality? If Phyllis had been less tough and abrasive, but with the sexy lure, would she have been a better spouse for him? I certainly see your point about the other three songs and maybe even in my view, Lucy and Jessie isn't as strong as the others, but I think it more fun and less obvious than the attempt at a replacement with "Ah, But Underneath".
