It all depends on one's definition of "Overture". The usual expectation of an Overture is that it contains bits and pieces from various songs in the show. If that's the accepted definition and expectation - the "The Carousel Waltz" is not an Overture - as it contains no music from any songs in the show. It can be called a "Prelude" if you like -- especially since there is much action and plot that happens during that extraordinary piece of music!
