The over the title/under the title rule has disappeared, and the Committee now decides unilaterally re Leading/Featured, although producers in their submission put forward what category they think is appropriate.

I don’t know what you mean by the over the title/under the rule having ‘disappeared.’ It’s still in effect. It isn’t a hard and fast ‘rule,’ but it’s the baseline. Any deviation from this is what’s announced in the Eligibility announcements. And here it is referred to in the rules:

iv) In determining in which Award category any eligible candidate (person or production) shall be placed, the Tony Awards Administration Committee shall use the opening night program as its initial guide, together with any additional guidelines adopted by said Committee.
(A) 1) The producer must provide the Tony Awards Administration Committee a letter expressing their position regarding the categorization of productions and potential nominees regardless of whether they are confirming their preference for the opening night title page billing to remain as is, requesting changes and/or clarifying an eligible category including, but not limited to, movement, design, etc.
