I think the directorial intent has changed over the years. In 1960, the libretto was published in a magazine whose name I forget (I photocopied the libretto, but not the title page). The published stage direction for that line was [Quietly, after a long moment]. That's different in intent from the harsher LuPone version, where in the final scene after Rose's Turn Laura Benanti's Louise laughs at her as the curtain comes down. It's possible, to paraphrase Gypsy, that nobody laughs at Ethel Merman.
