People have been saying that since at least the late 90s and it hasn't happened yet. Going by Tony year we've had:

2024: 6 musical revivals vs 15 new musicals
2023: 6 revivals vs 9 new
2022: 4 revivals vs 9 new
2020/21: 0 revivals vs 4 new (of course there would have been some revivals if Covid hadn't happened)
2019: 2 revivals vs 11 new
2018: 3 revivals vs 7 new
2017: 5 revivals vs 13 new
2016: 5 revivals vs 11 new
2015: 5 revivals vs 10 new
2014: 4 revivals vs 12 new
2013: 6 revivals vs 8 new

So in the last 10 full seasons (not counting 2020/21) there have been an average of of 4-5 revivals per season and 10-11 new musicals. And revivals almost always have shorter runs that new shows. The most recent to play 2 years or more was South Pacific back in 2008 to 2010. Pippin ran for 21 months in 2013 and 2014. I don't think any others in the last 10 years have played more than 18 months, many much less than that. To get to a time you describe, producers would need to start putting up twice as many revivals and find ways to keep some of them running 4+ times longer than they do now.
