I find "Silly People" to be a more compelling concept for a song in this show than I find it a successful or worthwhile actual song in the actual show. Compared to every other final version of a song that made it into the show, I don't think "Silly People" holds quite its own, there's a kind of gorgeous quality to it but it doesn't feel entirely at home in the score we got, and as you said at the place it comes in the story it really slows things down. I also suspect if they were to keep it in, there'd have been even just slightly more given to his character -- even just an exchange between him and Petra (as the observing serving class of the house) earlier in the act perhaps, or more between him and Madame Armfeldt or Fredrika in act one. I could imagine a lovely and witty moment or series of exchanges shared between the 13 year old kid observing these silly adults and the adult servant who'd later have a song commenting on them.
