These are unusual situations-- VERY limited time, a lot of people to acknowledge and thank, fierce desire to express all those emotions you have about the project and the honor-- and I think it's great to have your notes. Poor Jeremy Strong didn't come up there ready and wound up being played off and being hurried off the stage, while Jonathan Groff acknowledged the seriousness and import of the honor, the power of the moment to him and his family, the joy of his show's triumph, and he did it with written notes that he used for support. Beautiful.
That said, reading off the phone is a big mistake-- and I've seen it be problematic for wedding toasts, corporate presentations...and thank you speeches. The screen is too small, the tech not always reliable (not to mention the incoming texts!) and the optics are awkward. I say: make your notes-- bullet points, even-- don't worry about "reading" it and leave room for a joyous NON-written-down exclamation at the end.
