It's an interesting discussion to have. But if the case you're making for Stereonphonic as a "Score" is true, then why is Stereophonic not a musical?

If "That Thing You Do" were filled with songs they perform that were essential to the plot, or could even be conceived of setting tone or emotional reflection of that part of the story or the character singing it in the scene, then that would make a very good case for TTYD being a musical. But TTYD has just that one song if i'm not remembering incorrectly.

But what was essential about "That Thing You Do" the song is that it fit the tone and time and characters as a pop radio song... one could argue that writing a great song within the requirements of a musical's score is quite a different challenge and perhaps a harder thing to do well than to write a stand alone radio song that has no specificity needed in the lyrical content and how it interacts with the rest of the piece let alone the rest of the score (which a movie like TTYD doesn't have, but Evita does).
Not only is "You Must Love Me" a lovely song, it managed to fit into a very famous and established musical score, and bring something to it that the musical was previously missing (some might say it should not have, but that's certainly not the approach the movie had to Evita as a musical or a story/character). So unlike, say, the incredible "I Move On" written for the Cabaret movie that plays over the credits, and deserves an Oscar for how good it is, it doesn't do anything for the musical itself, isn't in it, and doesn't fill a hole that was previously in the show or that the movie would have had without it, which some would say "You Must Love Me" does do.

It's tough for that Oscar race, I see a case for either song being the winner.
