Well - no, it's standard practice in initial rehearsals that keys and arrangements are tailored to the original cast. And then also might be changed later for replacements of note (Spider Woman is a great example of that - keys were changed for all 3 of the leads on the 2nd recording.) So once the songs were chosen, they would have assumedly been arranged to work for Olivo's voice and range. That would include not just keys, but alterations in vocal melodies (often acceptable in pop music anyway) to work best for her. I wouldn't call that "opting down" - unless they really didn't work in tandem with her at all and she just had to change things on her own.

Sondheim was originally envisioning Fosca as a soprano. Then Donna Murphy auditioned. So the role as we know it now was adjusted for her.
