I think that staring could be in character for The Emcee, though, depending on how exactly it was done. Staring to send the message of "Think about it. Just think about it," would be something the Emcee would do. Staring to send the message of "You are an awful human being" would not.
I don't think the Emcee would overtly chastise audience members or put them on the defensive. He's supposed to draw us in before the rug gets pulled out from under us.
