What does this question even mean? He's not the first queer person to have played it even in this revival. He's not the first "stunt" casting of someone known not for their acting specifically either.

He is to my knowledge the first performer who is a famous country (or "queer country", which isn't a mainstream category and his success is relevant in the mainstream) recording artist to go into the show at all... so there's that. Whatever that means or in whatever ways that's relevant?

I think it's as much a part of Broadway's legacy or the legacy of Cabaret as it is part of the specific "queer legacy of Cabaret."
