There is a well-documented (and very common) phenomenon where men experience psychological discomfort using urinals in the presence of other people. Nobody talks about this much, but people who design public restrooms take it into account.

Their discomfort may be more or less depending on the exact circumstance - is there are crowd? Is there a rush? How large are the modesty panels? Are there women present?

In this case, the OP would have chosen to use the stalls.

This is not pearl-clutching. You can ask people to understand the needs of others, but you cannot legislate their bodily responses.
