It is in the Entr'Acte music at the top of Act Two in the Original 1966 Broadway production. Then in the 1987 revival (starring Joel Grey) -- the Emcee (Joel Grey) sang the lyric. It was also in the first Roundabout revival (1998) with Alan Cummings, but Joel Grey sang it first in the 1987 Broadway revival directed by Hal Prince.
I believe there is a story of Kander and Ebb being at a party and bragging (in a good way) that they could write a song in about 10 minutes or so. When asked what the song should be about, I believe Fred Ebb answered - casually "oh, I don't care much".
