If the first movie is essentially Act I, I think it would have been hard to make that more about Glinda than Elphaba, although it could certainly be about both of them more or less equally. Although Glinda has a greater emotional arc in Act II IMO, I don't think Elphaba would be shifted to supporting for the second movie, regardless of what happens with Glinda (who will probably be moved up to be lead as well).

I would make the argument that Glinda's emotional journey over the course of the stage version is greater than Elphaba's. She's a very different person at the final curtain than in the first scene after the prologue. I think Elphaba is a more empowered version of her original self by the end, but she's basically the same person throughout, particularly from Defying Gravity onward. I think Glinda is a much more interesting character. I could see a version of the musical that is directed such that Glinda is the lead character rather than Elphaba, despite Elphaba having significantly more songs and stage time. I don't think that would go over well for most audiences and there is no way a big-budget Hollywood version is going to lean that way, but it felt to me a bit like that with Chenoweth and Menzel.
