It can be a thin line, but I would say that Raul Julia did not speak with a Puerto Rican or Latin or Spanish accent by the time he did Nine. His pronunciations were very much standard stage pronunciations. Now there was something about the way he spoke that suggested he was born in a Spanish-speaking area or into a family who mostly spoke Spanish, but it was perhaps more of an intonation thing than it was an accent.

Antonio Banderas, on the other hand, definitely had a definably Spanish accent when he did Nine. But you would think that if they were going to try to make others sound like him, they would not have used Italian accents.
