I don't remember now where I read it, but Sondheim is reported as saying the inspiration for the song came from a friend's young daughter, who was blithly twirling and playing by herself. When asked what she was doing, the little girl responded she was 'celebrating everything passing by.' I think the song is meant to be a marked juxtoposition to the affected sophistication of the principal characters. Petra is not a child. She is not wise, but she is present and thus experiencing life more fully than the others who hide in one way or another behind the folly of their charade. The others must have their eyes opened. Hers already are.
