I think it depends on the show (sometimes there can indeed be restrictions), and perhaps how far away (in this case, certainly fairly far). It also happens outside of Broadway, when two theatres within a certain distance want to do the same show, usually only the first to apply (or the more high profile theatre) will get the rights. It can be hard to predict what the rights companies will do.

Originally, the college department I work for was to do On The Town this spring, but the rights got pulled. I still don't know why. I'm not aware of any other productions around. But, so it goes.
