I was going to argue for 2004 to rival 2005... for new musicals I think it beats it by a solid margin, but for new plays 2005 blows it out of the water.
But for new musicals, 2004 takes the cake for me, handily.

The revivals give a run for the money, Assassins specifically (being one of the best productions of a musical I've seen, and the first time the show was on Broadway), plus Wonderful Town and Big River deaf west, and Fiddler. The play revivals also had an amazing year with the epic Henry 4, the star studded Raisin in the Sun, Simon Russell Beale in Jumpers, and Plummer in King Lear.

New musicals:
Caroline or Change
Avenue Q
Wicked
Taboo (incredible score even if the show didn't gel)
Bombay Dreams (not much life after, but a landmark show in some ways)
