Is no one surprised or upset that Harmony and Chip Zien was ignored?

I don't live on the island of Manhattan any longer, so I missed seeing Harmony. But everyone I know who saw it really loved it and thought for certain it would be nominated for musical score and Chip Zien for Best Actor. Any explanation or thoughts?
