I, too, have been creating web sites since there was a web. (I make my living as a programmer, principal languages SQL, C#, C++, and Python.) Though I think you are being too harsh, the only statement with which I actually disagree is this:

I have never heard of a web designer leaving the audience at the mercy of some default browser behavior

There is a major strand in design thought which suggests that the more you allow the browser to control the layout, the better. The benefits of this approach became clear when mobile devices swarmed the field: plain-vanilla sites still looked good on phones without any user intervention, while highly 'designed' sites were unusable at any resolution but the one chosen by the designer.

The current compromise, 'responsive' design, is a significant improvement, but it's much more complicated than either of the old approaches, and takes longer to get right. That's clearly what's going on here.

I'm still holding off my comments on the design until next week, as requested.
