Those two colors are the standard browser default colors, and have been so for almost twenty years. In other words, if a programmer puts a link on a page, without any other instructions, it will be blue until it's visited, after which it will be purple.

But yes, the web designers can choose other colors without difficulty, just a few lines will do it.

If you use Chrome, you might find the linked browser extension useful.
