the character (Ilona Ritter) is making a New Year's resolution.

That's nowhere in the text. (And no, it's definitely not sung on New Year's Eve - it's around or on Dec 12th when this song takes place.)

"I resolve, come what may / I will not be this girl one more day." She's not even waiting until New Year's eve. And as a matter of fact, within the next 2 weeks, even before Xmas, she will meet a certain optometrist...;-)

That's nowhere in the text.

It's implied by the season of the year, December, which is when people make New Year's resolutions. The song, by itself, would still be appropriate for New Year's even if the show took place in May.
