But was she "expected" to receive a nomination?

Maybe by you. Not by everyone. And I wouldn't think the critic community all expected it.

I think Lindsey Mendez not getting a nom would have been a snub. Or any of the Merrily 3.

I don't think this is the same kind of "expected to receive a nomination" performance.
Suffs got mixed reviews, leaning more on positive but with negative in there too. I don't think her performance specifically won raves or love letters from critics. I think most people seem to think she's good in a fine role that happens to be the protagonist, in a decently good and worthwhile but not great musical. Obviously many people think it's great and many think it is not even very good. But I think the middle ground is where a lot of people live on this one.

Actually, her not getting a nom for Actress was one of the things I was most sure of in anticipating the Tony noms coming.
And part of that is because everyone knew she'd be getting 3 other huge nominations, for Musical, Score, and Book. Easier to give another worthy lead female actress that nom when you know she's got 3 in the bag otherwise.
